The main settings for RusRoute firewall blocks by Roscomnadzor blacklist (if you will use blackweb.txt too, then there should be big white list before the black list for normal working, because of blackweb.txt is blocking more useful sites like yandex,ru, mail,ru, vk.com and etc.):

DNS filter, subst IP to "192.162.244.248 2a13:3d80:0:6::e"

The loading of blacklists can take in several tens seconds at RusRoute firewall startup.

You can create exception file dump_skip.txt for dump.csv black list file since 2.1.5 version. The sample of dump_skip.txt content:

dump.csv is in window-1251 code page (unchanged), but dump_skip.txt should be in utf8 (it is actual for international domains).

You can use the next our IP addresses as subst to and redirect to IP addresses for display error messages and blocking:
